Deliberative Approach to Public Acceptance of Nuclear Fuel Cycle Policy: The Role of Emotion and Technology in the Formation of Policy Attitude

Objective

This research development aims to promote evidence-based nuclear fuel cycle policies with a deliberative approach. Specifically, we generate scientific evidence regarding the macrostructure of the policy system as a whole, the decision-making process on the acceptance of science technology at the micro level taking into account people's emotions and the dynamics of people's decisions through deliberation. Based on the knowledge we produce, we communicate with policymakers, business persons, and other stakeholders to obtain feedback and uncover policy needs. Through such communication, we aim to create a virtuous cycle of evidence generation and policy improvement and to make higher-quality policy proposals.

Outline

This project comprises
(1) generating evidence based on an integrated approach of natural and social sciences and
(2) promoting communication with practitioners and proposing policies based on the produced evidence. The former activity is carried out by the Social Science Group and the Natural Science Group, while the Policy Implementation Group performs the latter. Evidence generation for the former is divided into three stages. In the first stage, the Social Science Group and the Natural Science Group produce available plans related to nuclear fuel cycle policies. In the second stage, we will implement conjoint experiments to assess how people perceive the various characteristics of each option. In the third stage, we will conduct a social experiment called "mini-publics," in which the public discusses nuclear fuel cycle plans online to evaluate the dynamics of their opinions. The Policy Implementation Group will work through the following four activities: networking with practitioners, clarifying the history and current status of nuclear fuel cycle policy discussions in Japan, developing a life cycle model, and making policy proposals.
