Developing data ethics standards for responsible innovation

Objective

In this project, in order to support the creation of innovation through the use of data, we will examine and propose data ethics norms and governance based on them. It aims at the following things.

Objectives at the end of the project
① Providing basics of data ethics demanded for policy formulation for future data utilization
② improvement of academic basis for businessses and organizations which utilize data to formulate action guidelines of data ethics and to carry out voluntary efforts regarding with development of governance system
③ Formation of academic foundations in Japan for data ethics and training of young researchers

Long-term goals of about 10 years
① Improvment of a social environment by building an effective data governance system, which eventually contributes academically to the promotion of responsible innovation.
② Establishment of data ethics as a field of applied ethics and training of its leaders

Outline

Currently, it is expected to create and innovate by distributing and utilizing a large amount of digital data in all fields. On the other hand, with the expansion of data usage, ethical and social problems in data usage are also becoming apparent. The data users are required to use ethical and social considerations and responsible data beyond mere compliance. Other countries are already implementing policy and practical approaches to these issues.

In this project, 1) formulation of academic foundations on data ethics will be achieved, that is, systematic ethical theory will be built, information related to the ethics will be gathered, and human resources will be trained. In practice, questionnaire surveys, workshops, and interviews will be conducted to understand and analyze the current situation and issues in Japan. As for International discussions and efforts in other countries, we plan to conduct researches through literature surveys and interviews. Based on these results, 2) the main purpose is to propose an ethical framework, namely an ethical norm and a data governance model.

Based on the applicant's previous experience, in order for the rules and norms related to ethics to develop and function in accordance with the times, it is necessary to equip those rules and norms with a framework based on an academic foundation and responsible leaders.
Considering that the use of data will increase dramatically in the future, that new ethical issues will constantly erupt, and that domestic efforts are currently scarce, it is indispensabile to concentrate on and address this point in the next few years. We proposed this plan with a sense of crisis that it would be difficult to create a foundation for domestic discussions if we missed this opportunity.
It is said that "ethics is even more evident in its absence." Ethics are needed when there is no ethics.
The meaning of data has been changing drastically, and we are facing with the ethical issues with no guideline since we have not experienced those issues before. We believe it is useful to explore ethical theories and principles.
