MATSUDA Ikkei

CEO, SARR, LLC

MATSUDA Ikkei established SARR. LLC -Science, ART & Research for Reconstruction, in April 2011, after the Earthquake and Tsunami 3.11. Out of SARR activities, he is also co-founder of Soramitsu, one of the leading blockchain company in the world and creates Hyperledger Iroha. He is also co-founder& COO of Digital Platformer (platform of digital reginal currency and decentralized ID) and Director at Melody International (obstetric remote diagnosis).
Ikkei established Hokkaido VC in 2000, the first regional and independent VC in Japan. Since then, he has been involved in more than 50 start-ups, and is considered as one of the pioneers in incubation of university spin-offs. He is also a Japan Advisory Partner at Benhamou Global Ventures in Silicon Valley.

Expectations for the Program

One of the basic ideas of this program for policy formulation, management, and evaluation of cost-effectiveness should be based on solid evidence and data and not be on conjecture and feeling. It has been more than 10 years since this program was launched. However, as it can be seen in the measures and budget allocations for commercialization of university research results as well as in the many measures taken for Covit-19 disease, some policies have been developed based on an image without a solid basis. I have expectations for the development of proposals and projects that will eliminate these false cases and make effective use of the limited budget and human resources. Japan's national power has declined dramatically over the past two decades due to the bad policies. We must minimize and stop this happening.
