Overview

This research project focuses on the management of viral infectious diseases as a major trans-science challenge. It examines existing cases both domestically and internationally from multiple perspectives to understand how the relationships among individuals, society, and science and technology can be aligned in a world in which diverse values intersect. In particular, adopting a glocal framing that integrates global and local viewpoints, this study addresses four topics: (1) the Pandemic Agreement adopted by the World Health Organization in May 2025; (2) the COVID-19 pandemic, which brought about extensive societal changes; (3) the increasingly prominent issue of dual-use research, both in Japan and internationally; and (4) the emerging phase in the development of biological safety level-4 laboratory facilities at the Japan Institute for Health Security and Nagasaki University. The project findings will be updated in real time and shared promptly with relevant stakeholders to promote practical implementation. Insights and outcomes will be archived to support the development of policy recommendations for viral infectious disease management, contributing to practical public health knowledge with lasting value for society.
