This project is the research and development for a tourist resort, and is working by making into the research field the "Hakone, Odawara, and the Ashigara area" which is a tourist resort region near a big city. The target of this project is performing model building compatible activation of the area, and CO2 reduction at a tourist resort. In order to achieve the purpose of this project, the following five subprojects were carried out.
(1) Research on the social media which utilized position information
(2) Research on the introductory possibility of volunteer tourism
(3) Research on energy management of the area
(4) Extract formation of an integrative meta-platform with the role of the Intermediate System which combines individual requirements, and the requirements for a social engineering system.
(5) Research on quantification of the amount of CO2 emissions cut in the leisure field
The results of this research are the followings.

In this research, the renewable energy utilization plan subject has come out by the city and the citizen in this area. In order to develop the activities of such an area and to make it connect to them and success in CO2 reduction, the local platform which make the relationship of these activities is very important. In this research, the regional vitalization environmental platform for realizing it was designed.

Moreover, it is important to make the place which can perform people's exchange in urban areas and the area from a neighboring tourist resort region, and the idea of a “Volunteer Tourism” was shown.

In order to have advanced these activities, applying the project & program management (P2M) technique which manages a project for each project at three steps, a concept construction stage, a systems configuration stage, and an enforcement service stage, has been also showed as a useful management tool.
