The Department of Moonshot R&D Program has recently published an article on NOTE <https://note-moonshot.jst.go.jp/>. The article features a conversation between the Project Manager of Moonshot Goal 8, Dr. Yamaguchi Kosei, the Performer of the project, Dr. Nishijima Kazuyoshi, and a science communicator who is also a comedian, Kuro Rabu Kyoju.

Yamaguchi's project is researching and developing weather control technologies to weaken the intensity of heavy rain, based on the mechanisms of how such heavy rain is formed. These technologies are expected to reduce harm but raise difficult questions about whether it is acceptable for humans to change the weather.
Furthermore, Kuro Rabu visits the Boundary Layer Wind Tunnel (Disaster Prevention Research Institute, Kyoto University), prior to renovation and asks about ways to verify these control techniques.
