Call for Comments: Principles for Responsible Research and Innovation in Weather Control Research and Development in Moonshot Goal 8 (Interim Draft)

Moonshot Goal 8 (MS8) aims to realize a society that is safe from the threats of extreme winds and rainfall by enabling weather control technology by 2050. Since weather control technology is still in its early stages, research and development should be conducted using the Responsible Research and Innovation (RRI) approach, including the analysis of societal and economic impacts. Specifically, it is necessary to address ethical issues, foster public understanding through dialogue, and establish rules both domestically and internationally.
MS8 hereby proposes the PRINCIPLES FOR RESPONSIBLE RESEARCH AND INNOVATION IN WEATHER CONTROL RESEARCH AND DEVELOPMENT IN MOONSHOT GOAL 8 (INTERIM DRAFT) (the MS8 “Principles”) to outline its standards for conducting research and development within this program.

Comment on the MS8 “Principles”

PRINCIPLES FOR RESPONSIBLE RESEARCH AND INNOVATION IN WEATHER CONTROL RESEARCH AND DEVELOPMENT IN MOONSHOT GOAL 8 will be continuously revised based on diverse perspectives and the outcomes of ongoing research and development.
Comments submitted by March 31, 2026 will be considered in updating the Interim Draft to Version 1.
