Formation of local public human resources systems for renewable energy projects and regeneration

The Feed-in Tariff (FIT) has been initiated in 2012. However, in the local communities that are rich in renewable energy, in spite that the good opportunities to revitalize by utilizing renewable energy are given, the human resources to carry out it are lacking. In order to give back the benefits of renewable energy of local resources to the local communities and to connect such efforts to the realization of local sustainable development, it is essential to foster entrepreneurs and administrative officials that can realize the local revitalization as well as the local installation of renewable natural energy. Based on such perspectives, this project offers the education and training courses for human resources development. As for the effect of greenhouse gases reductions through this project, it can be calculated with three coefficients such as the abundance ratio of originators, the success rate of procurement agreement, and the success rate of fund raising. Through human resources development by this project, it will be possible to increase the values of these three coefficients and to enhance the possibilities to implement renewable energy in the local communities.
