On the Update of the Moonshot Goal 9 ELSI Guidelines
Background
The primary purpose of these guidelines is to provide policies for research and development, as well as social implementation, conducted with consideration for ELSI under Moonshot Goal 9. By making these guidelines widely available, we also aim to promote understanding among those who cooperate with the Goal 9 projects (including research participants and all other stakeholders) and to enable public participation in discussions related to the themes addressed in these guidelines.
A provisional version had been published since FY2024, but based on feedback from both inside and outside the program, a revised edition was released in FY2025. This revised edition includes an additional checklist designed to enhance researchers’ understanding of how to apply these guidelines in practice. We will continue to make improvements as necessary throughout the course of implementation to ensure the guidelines become even more effective.
