Summary

 The purpose of this proposal paper is to review previous studies of the safety and risk of large-scale energy storage systems, and to suggest essential concepts and actions to develop safer systems of this kind. Firstly, this report surveyed technology trends relating to the safety of large-scale energy storage systems, which will be a key technology for achieving a low/zero-carbon society.

 Secondly, a framework was developed for summarizing the results of this survey from the perspective of safety engineering, with qualitative risk analysis used to identify critical risks. Next, modeling of an energy storage module was tested to quantify risk. Finally, essential concepts and actions for the safety assessment of these systems were proposed.
