“Implementation of Pay-as-you-save (PAYS) type Scheme for Energy Efficiency Improvement in Japanese Residential and Commercial Sector:
Current Status of Social Experiments and Similar Scheme Inside & Outside Japan”

Summary

 This paper introduces currently ongoing social experiments, which we conduct in Japan, for the energy efficiency improvements using Pay-as-you-save( PAYS) type scheme. PAYS scheme can be very effective for the small business sector and household sector, because it will not affect their monthly budget.

 We installed Home Energy Management System( HEMS) in around 30 households and 1 small restaurant, to measure how much electricity their refrigerators use. We then suggest them to replace their refrigerators when they will pay off within 10 years. We are collaborating with Retail Company of electric appliances, and will offer PAYS scheme to their customers. For our projects, we are developing smartphone application to calculate how many years it will take to pay off if the users enter the information of their refrigerators.
 We also compile similar scheme in UK( Green Deal), US( PACE), and developing countries(Pay-as-you-go with solar home system)for future reference of our social experiments.
