After graduating from Jilin University of Technology, Dr. Qiao joined the Ministry of Water Resources and has long been engaged in water resources management and research task in China. He has had an opportunity to study abroad; he was a visiting scholar at National Agriculture Institute of U.K. (1987-1988) and a senior visiting scholar at University of Saskatchewan and Carleton University, Canada (2000-2001). He was commended by the Ministry of Education and the Ministry of Personnel for being “an excellent person with an outstanding contribution who has studied abroad and returned to China”. He has a rich experience in the fields of water resources management and economic management; water supply device; general distribution of water resources, flood countermeasure, water quality conservation; investment in water supply system construction, etc.　He is also the Vice Chairman of the China Water Engineering Association, Director of Chinese Hydraulic Engineering Society, Professor of Wuhan University etc.
