Mission-Oriented Research

The program implements investigation and research toward systematic organization and presentation of information which forms the basis of objective evidences for policy making, in response to short- and mid-term policy issues.
For effective implementation of the program, cooperation with policy makers as well as wide-ranging engagement from academic communities are promoted so that policy subjects shall be set appropriately and the program's outcomes utilized fully.

Research Funding Program

The Research Funding Program promotes R&D projects to develop new analytical methodologies, models and indicators, which are expected to contribute to evidence-based policy making for STI policy in mid to long terms.

As SciREX is intended to contribute to improvement of actual policy formation, problem presentations and policy proposals are valued as research outputs.

Human Resource Development

Under the program, hub institutions for human resource development and fundamental researches are established to foster policy makers who are capable of promoting evidence-based policy formation and researchers developing the emerging research field of “Science of STI Policy.”

Capable human resources are mobilized from universities, research institutions and administrative agencies to create a nation-widely organized educational system with inter-disciplinary curriculums, involving both human and social sciences, and natural sciences.

Data Infrastructure

The program aims to prepare a data infrastructure that contributes to the development of “Science of STI Policy" by systematically and continuously accumulating data for use in various surveys, analyses and researches. It also aims to build such conditions that the existing information, new data and research outputs will be accumulated and utilized systematically and continuously.

The program pursues to expand accessibility to the accumulated data and research outputs as much as possible while paying enough attention on the regulations and laws concerned with confidentiality issues. It also seeks to improve international comparability of each component of the data.
