Under the independent administrative institution system, the realization of voluntary, self-reliant operation of activities, as well as the pursuit of more effective operations than those of the past is required. JST endeavors diligently to live up to the expectations of the public by conducting operations in accordance with the basic policies outlined as follows:

• To maintain self-awareness of its status as a core organization implementing the Science and Technology Basic Plan set by the Government, keeping a policy-oriented attitude.
• To advance the effective operation of the activities and to constantly review the content of activities by soliciting the opinions of outside experts and of users so that the best possible results can be achieved.
• To strengthen alliances and cooperation with other organizations to attain desirable policy outcomes nationally.
